Indonesia Ranked 6th Most Affordable Country for Expats in 2025

Amid rising living costs and global economic challenges, some countries continue to offer expats financial relief. According to the 2025 Expat Insider survey by InterNations, Indonesia remains one of the most affordable destinations worldwide, ranking 6th out of 46 countries. Although it slipped from 3rd place in 2024, Indonesia continues to be a favorite for expats seeking a balance of affordability, lifestyle, and cultural richness.

With average monthly expenses around $583, the country provides budget-friendly living compared to many Western nations. Food, transport, and housing remain inexpensive, especially in cities like Jakarta, Yogyakarta, and Surabaya, while Bali attracts digital nomads with its mix of culture, coworking spaces, and natural beauty.

In the 2024 survey, Indonesia ranked third, praised by 69% of expats for its cost of living and by 86% who said their income was sufficient for a comfortable lifestyle. While challenges like healthcare quality and infrastructure persist, Indonesia’s affordable lifestyle and warm culture continue to draw international residents.

Top 10 Cheapest Countries for Expats in 2025

Here are the 10 most affordable countries for expats this year:

  1. Vietnam – Still the world’s most affordable, with satisfied expats and vibrant culture.
  2. Colombia – 92% of expats report enough income to live comfortably.
  3. Panama – Popular with retirees, offering low living costs and strong expat networks.
  4. China – Rising in the ranks with affordable urban living and cultural opportunities.
  5. Thailand – A Southeast Asian favorite for lifestyle, food, and budget living.
  6. Indonesia – Low daily expenses and a diverse culture attract professionals and nomads.
  7. Philippines – Affordable living combined with stunning islands and friendly locals.
  8. Mexico – Vibrant culture and affordable cities draw retirees and digital nomads.
  9. Malaysia – New to the top 10 in 2025, with modern amenities and low costs.
  10. Brazil – Affordable housing and lively culture despite slipping one spot.

 

Notably, Southeast Asia dominates the ranking with five countries—Vietnam, Thailand, Indonesia, the Philippines, and Malaysia—highlighting the region’s appeal for expats seeking value for money.

The Least Affordable Countries in 2025

On the flip side, the survey identified the 10 least affordable destinations. Canada ranked as the most expensive, with over 60% of expats dissatisfied with the cost of living. Other high-cost nations include the UK, Finland, Singapore, Australia, and South Korea. The United States also performed poorly, ranking 35th out of 46, just outside the bottom 10.

Why Affordability Matters for Expats

The survey underscores a growing trend: many expats are not only seeking career opportunities abroad but also a better quality of life at lower costs. Countries like Indonesia, Vietnam, and Colombia continue to attract global talent, retirees, and digital nomads thanks to their budget-friendly lifestyles, cultural richness, and welcoming communities.

For anyone considering relocation, the 2025 rankings serve as a useful guide—highlighting where expats can make their money stretch further without compromising on lifestyle.

Andrzej is Co-owner/ Founder and Director of Seven Stones Indonesia. He was born in the UK to Polish parents and has been living in Indonesia for more than 33-years. He is a skilled writer, trainer and marketer with a deep understanding of Indonesia and its many cultures after spending many years travelling across the archipelago from North Sumatra to Irian Jaya.

Terje is from Norway and has been living in Indonesia for over 20-years. He first came to Indonesia as a child and after earning his degree in Business Administration from the University of Agder in Norway, he moved to Indonesia in 1993, where he has worked in leading positions in education and the fitness/ wellness industries all over Indonesia including Jakarta, Banjarmasin, Medan and Bali.

He has a soft spot for eco-friendly and socially sustainable projects and investments, while his personal business strengths are in property law, tourism trends, macroeconomics, Indonesian government and regulations. His personal interests are in sport, adventure, history and spiritual experiences.

Ridwan Jasin Zachrie

Ridwan is one of Indonesia’s top executives with a long and illustrious career in the financial world. He holds several professional certifications including being a Certified Business Valuer (CBV) issued by the Australian Academy of Finance and Management; Broker-Dealer Representative (WPPE); and The Directorship Certification for Directors and Commissioners, issued by the Indonesian Institute of Commissioners and Directors.

His experience includes being the Managing Director at one of the top investment banking groups in the region, the Recapital Group, the CFO at State-owned enterprises in fishery industry and the CEO at Tanri Abeng & Son Holding. He’s also been an Independent Commissioner in several Financial Service companies and on the Audit and Risk Committee at Bank BTPN Tbk, Berau Coal Energy Tbk, Aetra Air Jakarta as well as working for Citibank, Bank Mandiri and HSBC. His last position was as CFO at PT Citra Putra Mandiri – OSO Group.

Per is the Managing Director of the Seven Stones Indonesia (SSI) Jakarta office and has more than 25-years’ experience in Indonesia, China, and Western Europe. He previously worked in senior management positions with Q-Free ASA, Siemens AG, and other companies in the telecom sector. Over the last six years, he has been the Chairman of the Indonesia-Norway Business Council (INBC) and recently become elected to be on the board of EuroCham Indonesia.

His most recent experience is within Intelligent Transport Solutions (ITS), Telecom, and other sectors within the Indonesian market. He is today through his position in SSI and by representing Norway Connect, promoting Nordic and European companies that would like to explore business opportunities in the Indonesian market. He’s also playing an active role to help create the Nordic House concept in Jakarta that will provide an excellent platform for Nordic companies entering Indonesia, where they’ll find a community that can offer support with trusted information and affordable services to enter this market.
