Vocational Training Cooperation Between Indonesia and Austria

Indonesian Manpower Minister Yassierli met with Australian Ambassador Thomas Loidl on July 9, 2025 to discuss expanding cooperation in vocational training and workforce development. 

The minister noted that “Austria is known for its strong and industry-relevant vocational system. We believe the cooperation we will undertake can open up new avenues for improving the competencies of Indonesia’s workforce”.

He emphasized that adopting elements of Austria’s industry-based training model would help Indonesian workers better compete in the global labor market.

 

Apprenticeship Exchanges and Worker Protections

Yassierli explained that Indonesia currently sends workers abroad through two main pathways: as migrant laborers and through apprenticeship programs. He emphasized that any exchange program must include strong protections for participants.

He also expressed interest in creating an apprenticeship scheme. This program would allow graduates from Indonesia’s Balai Latihan Kerja (BLK) vocational training centers to train in Austrian industries. The training period would last for two to three years.


“We want to ensure that protection for the trainees is well provided. This scheme is not merely job placement, but part of strengthening the national workforce’s capacity,” he said.

 

Austrian internship Opportunities and Support for Vocational Training Cooperation

Austria’s Ambassador to Indonesia, Thomas Loidl, said his country is opening new opportunities for Indonesian vocational trainees. These opportunities are focused especially in the hospitality sector. He estimated that Austria could host around 100 to 200 interns each year. 

“We see Indonesia as a strategic partner in workforce development, and many Austrian companies are interested in recruiting Indonesian interns,” he said.

Loidl also highlighted earlier cooperation between the two countries, including an Austrian loan used to build Indonesian training centers. He added that Austria is now exploring additional support—either through new loans or grants—to help expand Indonesia’s vocational training system and construct more Balai Latihan Kerja (BLKs).

Terje is from Norway and has been living in Indonesia for over 20-years. Ridwan Jasin Zachrie

Ridwan is one of Indonesia’s top executives with a long and illustrious career in the financial world. He holds several professional certifications including being a Certified Business Valuer (CBV) issued by the Australian Academy of Finance and Management; Broker-Dealer Representative (WPPE); and The Directorship Certification for Directors and Commissioners, issued by the Indonesian Institute of Commissioners and Directors.

His experience includes being the Managing Director at one of the top investment banking groups in the region, the Recapital Group, the CFO at State-owned enterprises in fishery industry and the CEO at Tanri Abeng & Son Holding. He’s also been an Independent Commissioner in several Financial Service companies and on the Audit and Risk Committee at Bank BTPN Tbk, Berau Coal Energy Tbk, Aetra Air Jakarta as well as working for Citibank, Bank Mandiri and HSBC. Per Fredrik Ecker

Per is the Managing Director of the Seven Stones Indonesia (SSI) Jakarta office and has more than 25-years’ experience in Indonesia, China, and Western Europe. He previously worked in senior management positions with Q-Free ASA, Siemens AG, and other companies in the telecom sector. Over the last six years, he has been the Chairman of the Indonesia-Norway Business Council (INBC) and recently become elected to be on the board of EuroCham Indonesia.

His most recent experience is within Intelligent Transport Solutions (ITS), Telecom, and other sectors within the Indonesian market. He is today through his position in SSI and by representing Norway Connect, promoting Nordic and European companies that would like to explore business opportunities in the Indonesian market.
