The Indonesian Attorney General’s Office (AGO) has formalized a strategic partnership with four major telecommunication providers—PT Telkom Indonesia, Telkomsel, Indosat Ooredoo Hutchison, and XL Smart Telecom.
The cooperation was cemented through a Memorandum of Understanding (MoU) signed this week to enhance law enforcement efforts via secure access to telecommunication data. The agreement includes the installation and operation of wiretapping tools and the provision of telecommunications recordings, which will be used for intelligence and investigative purposes.
Deputy Attorney General for Intelligence Reda Manthovani emphasized the urgency and importance of this collaboration.
“This cooperation focuses on the exchange and utilization of data and information to support legal enforcement,” he said in an official statement on Wednesday, June 25, as quoted by CNN Indonesia.
Reda further explained that the core intelligence function of the AGO now revolves around data collection and analysis.
“Currently, the intelligence business core of the Attorney General’s Office centers on the collection and processing of data and information, which are later analyzed and utilized according to organizational needs,” he stated.
A1-Grade Data to Track Fugitives and Support National Intelligence
The partnership is seen as a critical step toward acquiring A1-grade data—verified and highly credible information—that will assist in practical tasks such as locating fugitives on the national wanted list.
“Such A1-qualified data or information has multiple benefits, including practical uses such as searching for fugitives or persons of interest, and gathering data to support legal enforcement,” Reda added.
According to CNBC Indonesia, Reda highlighted that the cooperation aligns with the updated mandate of the AGO’s intelligence unit, as stipulated under Law No. 11 of 2021, which amended Law No. 16 of 2004 on the Attorney General’s Office. Article 30B of the amended law specifically authorizes the intelligence division to carry out investigations, security measures, and strategic operations to aid legal enforcement.
“This collaboration is crucial to ensure the quality and validity of the information we use. Reliable data with A1 qualifications allows us to conduct deep analysis on strategic or specific topics,” Reda said, underscoring how this cooperation would elevate Indonesia’s legal capabilities.
Strengthening Rule of Law Through Telecom Partnerships
The Attorney General’s Office believes this partnership will contribute significantly to the advancement of Indonesia’s legal system and the enforcement of the rule of law. “With this collaboration, we are confident that the synergy between the AGO and telecom providers will benefit the progress of law enforcement in Indonesia and support the supremacy of law in the country,” Reda concluded.
The MoU represents a broader institutional push to modernize Indonesia’s intelligence infrastructure through legally sanctioned surveillance and more efficient access to telecommunication data—steps that could reshape how law enforcement agencies gather actionable intelligence across the archipelago.
