As the story around the registration of private Electronic System Operators (PSEs) continues, Antara News are reporting that the Communication and Information Ministry have said there will be three stages of sanctions before an operator is actually blocked.
“There will be three stages (of sanctions). The first stage will be (the issuance of) a warning, the second one will be (the imposition of) a fine, and the third one will be blocking (the PSE),” Director General of Informatics Application at the Communication and Informatics Ministry, Semuel Abrijani Pangerapan, told a press conference on Tuesday. Even though the most severe sanction is to block the PSE, this is likely to be just a temporary measure suggest Antara News.
Pangerapan said his office will conduct a review of PSEs on July 21 and sanction those who have not yet registered through OSS. His office has urged all PSEs to register on the OSS system without delay because regulations already in place need to be followed and enforced.
All PSEs and digital business actors targeting Indonesia as their market are required to register on the system. Pangerapan explained that since they’re doing business in Indonesia, “they have to comply with our taxation regulations. Hence, we collect their data (via the OSS system),” he added.
There are six categories of PSEs who are required to register on the system, including:
- providers of services and goods transactions,
- financial services,
- communication services,
- music and film streaming platforms,
- search engines,
- personal data collection services.
As of 10 am Western Indonesian Standard Time (WIB, UTC+7) on July 19, 6,296-PSEs, consisting of 6,187-domestic operators and 109-foreign operators, have registered on the system, according to Antara News and the Ministry’s records.
Those that have registered include: Google, Microsoft, Telegram, MiChat, TikTok, Linktree, Lego, Spotify, Mobile Legends, Ragnarok X, MyPertamina, OVO, Traveloka, Gojek, Grab, KAI Access, Lazada, Blibli, OLX, JD.ID, Shopee, Bukalapak, tiket.com, Pegipegi, Netflix, MTix, Bibit, Livin 2.0 by Mandiri, BNI Mobile Banking, BTN Mobile Banking, and Jenius.
The registration deadline is today, July 20, 2022.
